Might just mean that you need the rest. Constant consistent training causes microtears and fatigue that should be given their due time to heal.
I like taking a full two weeks off every 3-4 months in addition to Easy weeks. Might do a little easy activity like hiking or swimming at the beach.

The way I understand it is 2-4 HICs per week during Black. Use a template that does the thinking for you, or adjust within those numbers to fit your training goals.

And by work capacity I mean they're like Crossfit WODs. If not explicitly stated then you do GCs for time, i.e. get through the workout as quickly as you can.

I'm not sure what you don't understand...sprint 100meters 10 times. There's no RI because it's work capacity. Walk back to start and sprint, or rest briefly until you're ready to go again. No need to overthink it.
