I am new to this forum (a busy reader before) and happy to have found TB. I just read the first book and almost finished part II.
I am currently trying to put my plan together. I did not figure out, when to test TM during the Base Building phase when doing Strength-Endurance first. At the begin of the base building or after the first 5 weeks?
That's all I am missing right now. More questions to come.

Why would it matter?
The purpose of the TM is to underestimate your starting loads and gradually build up strength. Your TM should be something you can walk into the gym right now, with no special prep and hit a triple. Or you could calculate it from a five rep max you could go do right now.
You are far better off starting lower than you might think, it will pay off long term.

Okey thank you - I was just thinking that my TM will change in 5 weeks without strength training.
And it could take a total day to test it, what could kill my schedule.
I come from some years of 5/3/1 - so I am used to lower TM than my ego would like me to take.

You’ve answered your question. If you think you’ll lose atrength during BB then it makes sense to test after.
