What are your main goals that you need to work on to get into the military in the role you want?
What fitness standards are required? (I don't know what an option 40 is) I had a google and it looks like Rangers or SF? Slightly aware of RASP, but you need to be more specific.
The TB books aren't necessarily specific enough for SF selection, but you can definitely build a base of Strength, Endurance, etc to prepare for a more specialised selection program. Military athlete has a specific RASP program to do right before selection, but you don't have the required fitness levels to get much out of it at this stage.
At the moment you are asking to improve everything. Depending on what stage you are in training life you could actually achieve that, but focus is always better.
With your run time there is a bit of work to do, which is fine.
You also have some room to improve RE: Strength which will improve your Strength Endurance numbers also. This doesn't work so much the other way around.
If your question is what is better out of fighter/Green and Operator/Black then the answer is neither.
You need to decide what you want to focus on first and what you perceive to be your biggest weakness to reach the goals you want.
I will say this though, people have passed selection without lifting heavy weights, but no one I am aware of has ever passed it without doing lots of running.
